Update cities in Personal Database

1. Select a Citiy from the Personal Database
2. You can select only One city at a time
3. The city details will be displayed in the PERSONAL CITY EDITOR
4. You can change the Name of the City, Country, City Code, GMT Offset, and enable/disable Daylight Savings
    TIP: You can use your friends/relative's name instead of the City
5. The Daylight Settings are for your friends/relatives's city/country
6. If you enable daylight savings for a city, you will see ' ^ ' added to its GMT offset in the PERSONAL DATABASE
7. The changes will be visible in the PERSONAL DATABASE as you make changes or type in the PERSONAL CITY EDITOR
8. Your citiy will appear in the Personal Database with new details
9. Remember your changes will be visible in the DISPLAY BAR also
